TEMS (Trusted European Media DataSpace) is the leading European initiative aimed at creating a common, secure, and interoperable data space for the media sector. Led by the European Commission under the Digital Europe Programme, this project forms part of the implementation of the European Data Strategy. It seeks to redefine how media and creative sector stakeholders share, exploit, and leverage data.

TEMS also aims to facilitate the adoption of emerging technologies, such as artificial intelligence and virtual reality, to strengthen the competitiveness of the European audiovisual industry. It addresses major challenges such as disinformation, audience analysis, and cooperation among media players.

PROCIREP’s Involvement in the TEMS Project

PROCIREP – the French Society of Film and Television Producers – actively participates in the TEMS project as the French partner representing audiovisual producers. As a collective management organization (CMO), PROCIREP represents nearly 900 French producers and manages approximately €70 million in rights annually, directly (private copying) or via its sister company ANGOA (broadcasting rights).

PROCIREP serves as a key contact point for producers and their professional organizations. It also maintains close ties with its European counterparts, notably through its engagement with EUROCOPYA, the European association of CMOs for private copying.

Within the TEMS project – particularly through the TAMIS service – PROCIREP plays a central role in developing services for producers. It facilitates their integration into the data space and the sharing of reliable datasets. Thanks to its database on producer rights, PROCIREP will actively contribute to enriching the TEMS data space.

Since producers are the originators of metadata related to works (financing, creation, final delivery), their active participation in the TEMS ecosystem is essential.

Duration, Funding, and Consortium

The TEMS project is co-financed by the European Commission under the Digital Europe Programme, with a budget of €8 million. It spans three years, with a planned completion date of 30 September 2026.

The TEMS consortium brings together 42 European organizations covering the entire media ecosystem: news agencies and publishers, audiovisual groups, heritage institutions, technology companies, and marketing actors.
