ANGOA
The Agence Nationale de Gestion des Œuvres Audiovisuelles is the collective management organisation for the rights of film and audiovisual producers in respect of the full, simultaneous retransmission of television programmes by third-party distributors. Since 1994, the day-to-day management of ANGOA’s activities has been handled by PROCIREP’s teams.
PROCIREP & ANGOA: what’s the difference?

- The audiovisual private-copying remuneration (levied on smartphones, tablets, set-top boxes, hard drives, nPVR services…).

- What it funds
- Distributing the remuneration to producers based on the extent to which their works are copied, and supporting creation through the cultural-action funds of the Film Commission and the Television Commission. Also ensuring the low-cost recovery of private-copying remuneration collected abroad through the network of EUROCOPYA members.

- The rights for the full, simultaneous retransmission of television programmes (collected from third-party operators: cable, satellite, ADSL, OTT…).

- Producers and rightsholders of the works broadcast by television channels carried by third-party operators.
- What it funds
- Collecting the rights from operators in France and distributing them to producers and rightsholders based on the audience of the programmes retransmitted, and supporting creation through the cultural-action funds of ANGOA’s Film and Television Commissions. Also ensuring the low-cost recovery of income of the same kind collected abroad through AGICOA.
Since 1994, PROCIREP’s teams have handled ANGOA’s day-to-day management. Two separate companies, but run by the same team.
Overview
ANGOA (Agence Nationale de Gestion des Œuvres Audiovisuelles) is the collective management organisation (CMO), a société civile that defends and represents the interests of French producers and rightsholders in the full, simultaneous retransmission of certain television programmes by third-party operators: cable networks, ADSL and fibre, satellite packages, mobile networks (4G and 5G), OTT services and more.
It was founded on the initiative of French producers in 1981, at the same time as AGICOA (the Association de Gestion Internationale Collective des Œuvres Audiovisuelles, based in Geneva, whose corporate purpose mirrors ANGOA’s at international level), following the European case law that recognised producers’ right to additional remuneration when their programmes are carried on cable networks, notably in the CODITEL case in Belgium.
ANGOA is authorised by the Ministry of Culture to collect and distribute cable retransmission rights, under the 1993 European “Cab-Sat” directive, transposed into French law in 1997, which makes collective management mandatory in this field. Historically centred on cable, its activities have extended to other networks (satellite, ADSL and fibre, mobile networks, OTT and more) under voluntary collective management from 1997 onwards, a regime that became mandatory under European directive 2019/789, known as “Cab-Sat 2”, transposed into French law in 2021.
Since 1994, following the alliance between ANGOA and PROCIREP, all of ANGOA’s activities have been carried out by PROCIREP’s teams, with the corresponding costs re-invoiced at year-end.
ANGOA’s missions
In the field of full, simultaneous retransmission rights, ANGOA’s missions are built around the following areas:
- Defending and representing the interests of French producers in the collective management of secondary retransmission rights by cable, satellite and similar means (notably IPTV over ADSL or OTT);
- Collecting rights from the relevant French operators (audiovisual service distributors, including OTT);
- Calculating the rights due to each eligible work: monitoring broadcasts, defining the repertoire of works to be remunerated, and computing amounts based on the work’s duration and audience;
- Identifying the rightsholders of each work: handling rights declarations and any conflicts between claims;
- Distributing the sums collected in France to rightsholders;
- Representing the interests of French producers with AGICOA and redistributing to French rightsholders the rights AGICOA collects outside France.
ANGOA is also, alongside PROCIREP, the ARP, the SACD and the SCAM, a founding member of the French ISAN Agency, which rolls out in France the international ISO standard for the unique, permanent registration of audiovisual works (ISAN).
Creation support
The law requires collective management organisations to allocate to creation-support actions, to the dissemination of live performance and to artist training the entirety of the sums that, having not been distributed, become time-barred (art. L. 321-9 of the French Intellectual Property Code); this limitation period was reduced from ten to five years by the law of 11 March 2014.
It is within this legal framework that ANGOA has set up two creation-support commissions, one for the Film college and one for the Television college. The support awarded covers feature films, short films, documentaries, fiction and animation, and may be combined with PROCIREP’s schemes.

Chaired by Isabelle MADELAINE since 2024, ANGOA now brings together more than 700 French production companies, distributors and rightsholders, all the professional organisations of film and audiovisual producers, and foreign rightsholders (including the American studios) through the cooperation agreement concluded with AGICOA.
ANGOA is administered by an Executive Committee and a Supervisory Board, whose composition is published in the resources area.
